Shouldn't Country At Least Be on an HD2 in New York?

Country music had been available in New York on HD2 since the inception of HD radio broadcasts. That was not great, but was better than nothing. It was the reason that I purchased an HD radio (they're not expensive). After WLTW HD2 dumped the format last Thursday, country has been totally gone in New York. A call to WLTW yielded the information that Clear Channel has no plans to move country music to one of their other signals in this area.
Would it not make sense for another broadcaster in this market to offer a country HD2/3? I thought one of the main purposes of HD subchannels is to offer popular formats that are not available in the market.
 
It's not "CC's" 106.3. They don't own it; it's merely retransmitting one of their signals. And you're far enough south in Brooklyn that the 106.3 translator, with its east-west directional pattern from Times Square, shouldn't get in the way of your Thunder listening.
 
I find that in some cases the webstreams are actually at a higher bitrate and sound better than some of the HD2 and HD3 subchannels. If you can hook your computer up to your stereo or get an internet radio that would solve the issue.
 
HD radio is pretty much irrelevant technology. I have my cable box hooked up to my home stereo, so I listen to the MusicChoice country station a lot when I'm at home (in addition to Thunder). In the car it's a bit more tricky. I sometimes connect my blackberry to my car stereo. The only problem is there are audio dropouts when I get into a low signal area.
 
Country music would fit well on HD 2 of Fresh 102.7 as currently on their is a station called Last.fm Discover, according to the cbsradio.com. I thought the old WNEW Rock format was on HD 2 of WWFS.

The pirates in Brooklyn that infest 106.3 are more likely to prevent you from hearing Thunder
