Well, since I am actually blind-and-these days just
watch news-programming, I want to first mention, I find
it really anoying so many news shows, including CNN
International, have these wizzer noises on top of an
anchor. I think this began in sports.
Many of us remember how many years Networks told us
about "a following program is brought to you in living
color" Well, once Stereo TV began around 1985, instead
of an audio announcement, there would just be a
graphic, "stereo where available" Completely opisite
logic. And speaking of video discription, its strange
that PBS has been doing it for many years, but yet they
aren't covered in a list of required Networks. I had
wondered why our PBS station KOCE doesn't have a SAP
channel. Certainly writing-and-phoning them did no
good. At least now the SAP has an equally perfect
audio, unlike in an MTS system where SAP was only 10KHZ

What will stop my problem is ABC stopping that noise. Just announce "audio description available" before the show starts!

And how WILL you make ABC stop that noise? That WOULD stop your problem, but it's far from an assured outcome.
Unless you can somehow MAKE ABC stop that noise, you're going to have to learn to live with it, or work around it somehow.
That's what big boys do.

ABC stopped making that noise. I guess enough people got sick of it.
