Signals on 87.9 FM in Indianapolis

All,

This morning, I heard music being played on 87.9. Quite the eclectic format, yet it sounded like someone's Spotify or Pandora account being fed into a transmitter. No liners, no segues, just music playing continuously with 5-10 seconds between songs. It's, still, coming in with my antenna pointed anywhere from 270° to 90°. Also, a friend near Indianapolis Airport heard the signal - 8 miles from my location.

Over the past hour, I've been hearing a second signal on 87.9 mixing in with the eclectic format. It's, clearly, identified as "American Public Media" playing classical with numerous mentions of The 2015 Grand Teton Music Festival.

I am, completely, stumped. Has anyone in the Indy area heard either of these signals or know where they originate from?
 
Not in Indy, but by definition they're pirates because the FCC doesn't license stations on 87.9. Because the channel should be blank, they could be pirates from a long ways away, especially if you have a roof mounted antenna on a rotor.
