The Steve-FM silence must be an STL audio delivery issue. The RDS was still scrolling the songs as the Prophet was playing them. I guess so that you could keep up with what you are missing...
During the really bad storms awhile back, WLTY had the same issue.
I haven't looked at the transmitter maps, but if they are on the same stick or nearby, they'd have to power down/off for RF safety reasons if there is maintenance being done in the near field.
