"Silent" stations in Texas

According to FCC records, the following stations are currently off the air:

Obviously there are errors in the list, most notably with KJTV Lubbock, which is on the air, and KIOL, which changed their city of license to La Porte. Why they wound up on the "silent" list is anyone's guess. In the case of KNVR Cameron they have a CP to move to 105.1, but are they really off the air in the meantime?
 
Regarding KALT in Atlana...... it's cooked. Stick a fork in it, it's done. The license is no longer valid as of July 24, 2004. They were silent and had one year to make it back on air, but didn't what a shame. It would've been the only X Bander on 1610. How did Jimmy Swagart ever get that?

Incidentally, it's the sister to KPYN 900 in Atlanta which was just sold.

The license was off the air from the end in late March of its previous KVST incarnation (Class C3 licensed to Willis) and its relaunch in late May as KIOL (Class C licensed to La Porte.) Funny they would list the KIOL calls, as it was temporarily KUST during this time (which had been the calls on KVST's 99.7 siimulcast before the KVST calls moved to that spot.) It took a few weeks to get the new transmitter facility completed, as well as a frequency move/downgrade for KBIU in Lake Charles, which had to happen before the new KIOL stick hit the air.
