Sirius Proposes Buffet-style Programming

This sounds like a good idea, but correct me if I'm wrong, here's a problem that I don't see being addressed with it. Let's say for example I do not want to pay for a certain group of talk channels, but some of those channels are overflow channels for sports programing. If a game I want to hear is on one of those channels will I be able to hear it even though I don't subscribe to that channel?
 
If they're proposing a-la-carte programming for a service that currently costs only $13 per month, this can only mean one thing in my opinion:

RATE HIKES.
