Have been hearing it for about 2 weeks but wonder why the format shifts on WBBm? Sports now at :16 and :46, money at :23 and :53. Any info?

A local tweak, I suppose. Last year WCBS shifted its "Sports at :15 and :45" to "Sports First" at :12 and :42.
KYW and WBZ have each made similar moves.

No idea as WBBM is not a station that I care to listen to, and it is not a station to really listen to no more then 10 minutes, in less you like hearing the same news/sports/traffic reports over and over again in a span of an hour.
The whole idea of the format is to snag listeners several times a day for about 15 to 20 minutes. That's why they have a repetitive news cycle.
That has been the basis for the news format since Gordon McLendon pioneered it nearly 60 years ago on XETRA, Xtra News Over Los Angeles: short TSL, high cume.
.....The 1390 signal was poor in many areas of Chicagoland.....
Still is.5kw beamed mostly north, where it runs into splatter from WRJN from Racine (1400).
I remember when I was in Southern Cal in the early 60s and heard "Xtra News Over Los Angeles" the first time. It was the first all news station in the world--at least that's what they said. A brilliant idea. McLendon tried it in Chicago on WNUS, formerly WYNR. The 1390 signal was poor in many areas of Chicagoland, and it didn't work. WBBM picked it up shortly thereafter and the rest is history.
Except that Mr McLendon was engaging in hyperbole.
The first all news station in the world was Goar Mestre's Radio Reloj in Havana, Cuba, around 1948.

Wouldn' The BBC be the first all news station in the world? ;-)
