The credit reads "Herald file photo," so the picture (not "footage") was not taken as part of any assignment relating to yesterday's layoff news. It probably wound up in a storage queue or folder labeled "WEEI" after its original use -- which, I would hope, was with a story written when Entercom still existed and when WEEI was using that building.
