...and you can count on that happening. Bert is likely to be thrown HUGE money by Star - an amount the Dickeys have never or will ever pay anybody in their company (whose last name isn't Dickey).

To most conglomerates these days, Radio included, government fines are just a cost of doing business. The $7k fine is a whole lot less than they would have paid for an employee to work there, or even visit there on a regular basis. Just a cost of doing business. It's something they are willing to pay.

Is it right? No not at all, but it happens everywhere, even within government. I have seen county commissions vote to pay federal government fines for not processing paperwork fast enough, because the fine would be less than the cost of employees to meet the deadlines. It's just the way everyone does business these days, right or wrong.
