So NOW what changes?

Care to speculate on what changes the spring book will prompt? Any at 'CKG?, 'LIT?, 'ILV?, Q101?, et al.

I'm guessing something must happen, there seems to have been a lot of patients for poop performance of late, that can't last forever.

From what I saw, WLIT is only .6 higher than WILV, but a far cry from being in the upper 3.0 & 4.0 range.
Loop doesn't seem to move that much in the ratings overall, but only up slightly. Their sister station Q101 is also up, but Q101 usually is higher in the ratings than the Loop, but it's the opposite in this book. B96 is still taking a pounding against Kiss FM, and the ratings they got is around what sister station WLIT usually gets. The last few books, Nine FM never showed up, but at the last minute, they're in the book. The fastest drop is WLEY, which took a 1.6 drop.

I know it only counts for the 9 PM to midnight slot, but you can bet the weekday expansion of the Dance Factory had a lot to do with it!

The biggest dayparts are mid-days and afternoons, and small (as in 0.3 to 0.4) increases there make the station break the Minimum Reporting Standard barrier to show.
