So what other stations broadcasting from 4TS will be off the air...

Despite all of the drama the station is involved in, they seem to get enough donations to stay on the air for decades.
No easy feat, as I believe they don't accept underwriting from business interests.
They don’t have debt from buying the station. They applied for 99.5 back when FM was worthless

However, they have a debt from losing a court battle with ESB, and from what I see, it hasn't been paid back.
They don’t count it as debt because they’re never going to pay it back. They don’t care about burning a bridge with the Empire State Building. And they know that the ESB won’t want to spend the legal fees to pursue the debt

What happened is it's now a debt of the Pacifica Foundation, the licensee of WBAI. The foundation has been selling properties in order to pay the debt. In the last year, they sold their own headquarters in Berkeley, and the studios of KPFT in Houston. We'll see where things go next.

The transmitter maintenance at 4 TS has begun. WBAI, WNYE and WKCR are off the air at this time. WBGO‘s on air personality said they were transmitting with reduced power.
Hearing a weak signal from WGRS on 91.5; WSUF on 89.9; nothing on 99.5.

KCLR in Carlow & Killkenny even has a phone number you can call to hear death announcements
and on their website too.. we don't call the Obits the "Irish sports section" for nothing, it is the first thing we read in the paper ( or even online)

99.5’s ratings are going to increase as every DXer tries to log WJBR

WJBR does not have the same encoder ID as WBAI. Every station has a separate code, even if on the same frequency.

I know that. I made a joke that WBAI has so few listeners that there are more DXers who will listen to 99.5 when WBAI is silent
Ah, gotcha! 😄

Does the encoder ID work on all radios? Do I have to have a special radio?
If you're a Nielsen PPM panelist, you get a meter (it looks like a little pager) that you wear. It listens for the embedded PPM tones constantly, and the tones are very robust.

If there's a speaker near you playing PPM-embedded audio, your meter will hear it. Doesn't matter if it's a 1929 Atwater-Kent radio or the newest Alexa. The coding travels with the audio.

The encoder ID is only used by PPM units, the meters Nielsen Audio issues to members of its ratings panel.

How much is it to do this?
Nielsen selects possible ratings candidates using a very sophisticated procedure. You can not volunteer. Potential participants in each of the PPM markets is invited to be part of the panel for up to two years. The whole family or dwelling unit must participate. If anyone stops participating, the whole family is canceled.

Participating families can get all kind of incentives and premiums. It is rewarded, although not to a degree that Elon Musk or Bill Gates would be tempted to join if invited.

Here is a rather old article that does explain well from a participant's perspective, written by well known and respected Ben Fong-Torres Diary of a 'portable people meter' person

Not sure if it's the place here but would all you local radio fans want to meet up virtually or in person or create a meet up group?
