Could 94.9 be in Philadelphia if you were to move 95.1 WAYV to Philadelpbia, at 94.9? After removing the translator and 94.9 Class C in Folsom?
 
No.

You can't have 1st adjacencies in the same city for starters. Then there's the minor problem of separation of co-channel Allentown's Class B WZZO 95.1 (44 miles away). The the minor problem of 1st adjacency of 94.7 WDSD Dover, DE, also short spaced.

Ah, had thought that was a problem, Media's tower site is 62 miles away from WZZO, I checked both tower sites (WRNB - WZZO) so that would have been plausible, WDSD is 70.2 miles from Media's tower site, I'm thinking it'd be a huge stretch.
