Something strange is happening on NHPTV

Well, the State of the Union coverage was supposed to run until 11, but it ended 20 minutes early. So for about 3 minutes, we saw an HD version of the color bars with a white square moving up and down in the middle. In the bottom right corner there was a box that said "PBS NOC" or whatever. Then it said "HD03" at the top, and it had eastern and pacific time in the bottom right. And now, it seems like they're just switching between various programs it's really weird. Is this common?
 
NOC probably means National/Network Operations Center, so it was a failure at the PBS station to switch to local filler from the raw PBS feed.
 
That's very nasty in fact. That is what happens when you have an unmanned feed like that. (It sounds unmanned since no one corrected the issue.) Just a side note, most of the time, NOC means Network Operations Center, of all the places I worked at, that's what it means.
