Broadcasting on an existing stations side channel without permission would be a very bad idea. Besides that, how is the average joe going to get access to Iboq broadcast equipment, its not like regular FM, where anyone can buy a transmitter online, and begin broadcasting. And like MIKEO says, nobody will hear it anyway. You would be better off with a Part-15 fm, with an online stream. I think in Canada, WHERE YOU ARE, you are allowed to Transmit FM at higher power than in the U.S, I could be wrong though.
