Perhaps someone can give a definitive reply on this. We run a 10 watt college fm station. We pay BMI, ASCAP and SESAC annually. If we start webcasting our FM signal, do we have to pay SOUNDEXHANGE?

I would STRONGLY suggest that you contact the Intercollegiate Broadcasting System (http://ibsradio.org) to deal with audio streaming, BEFORE you do ANYTHING with SoundExchange. Fritz Kass at IBS would be able to steer you into the right direction. Also check out some streaming company like Live365 for your streaming needs. It could save you a little dough and some bandwidth. SoundExchange is not exactly user-friendly with small webcasters as you've probably have surmised over the past 6 weeks. Good luck with your station and your potential streaming efforts.
Contact IBS for details as the payment options as explained from Sound Exchange directly are as clear as mud. A good organization to work through the minefield that is RIAA / Sound Exchange is a plus. This is especially true right now since the webcasting world is in an extreme period of change right now with last minute legal fights to try to avoid substantial rate increases after May 12th this year.
If you would rather manage your own bandwidth (as many colleges have a really decent pipe going out to the internet) check out Loudcity.Net to handle all of your royalty needs. They are great guys, and can guide you through this minefield as well.
