Personally, I wouldn't miss Chef. He was funny the first several seasons, but now South Park has quite a few other recurring characters that are just as funny (like Mr. Derp...but please don't constantly bring him back).

Also could be old stuff clipped together. hard to tell with that clip, but the 2 things he says does sound a bit different, and does have bit of a pause in it. He always says children, and I'd imagine he has said run before, but I guess we will be able to tell when the show airs.
 
Do you have cable? The rules on seasons don't usually apply there.

South Park is split in half.

Season 10 Part 1: Spring (March-May)
Season 10 Part 2: Fall (October-December)

etc. It's been like this since season 2. Season 1 started in August 1997. Season 5 started in June 2001. All the rest were either March or April.
