Does anyone know if their LPTV's are still on the air?

No, all have now been shut down. Only K17CM, a TBN repeater owned by Gospel Light Broadcasting, Inc., and K20GG-D, a KUAT repeater owned by the AZ Board of Regents/U of A, operate from that site. And I would be very surprised to see Gospel Light renew their license next year, as I can't see them raising enough money to take the station digital by 9/1/2015.
 
I think it is time the fcc take another look at who they give licenses too, it is time for reform in this area IMO. Way too much of this seems to go on and what a waste. I guess this might not be the place for this but I see this way too often. And not just these small associations need to be reformed but the big players too that seem to own everything. This is why we have very bad media in this country. Time to end monopolies.
 
I don't see a problem here. Southern Greenlee County TV Association, Inc., was a branch of the local electric cooperative - quite the opposite of a monopoly. Members of the community got together and pooled resources to bring an OTA "cable" system to Southern Greenlee County, plus Safford and Solomon. The signals were nominally scrambled but anyone with an antenna could get a "negative" picture. They had services such as TBS and ESPN, as well as the broadcast networks, some from Tucson, others from Phoenix, and one from Silver City relaying Albuquerque. However, the advent of widely-available and affordable DBS systems made such OTA ventures obsolete. Duncan probably would probably never have had TV service until recently were it not for SGCTA. And still, anyone with an antenna can get KUAT's suite of channels for free.
 
FCC Rules state:
§ 74.632 Licensing requirements.
(g) In case of permanent discontinuance of operations of a station
licensed under this subpart, the licensee shall cancel the station
license using FCC Form 601. For purposes of this section, a station
which is not operated for a period of one year is considered to have
been permanently discontinued.

They should notify the FCC to cancel the licenses along with the associated microwave licenses:

You're correct: they should. But they didn't. Nor has KCAB-LP Casa Grande, K02MT Parker, KJPO-LP Parker, and numerous other stations around the state. The FCC doesn't have the manpower to enforce their rules, especially in remote locations such as Duncan.

My previous comment of not seeing a problem was directed at the comment about one entity controlling many stations.
