Spanish on 104.5 FM

Has anyone noticed this? Can be received in the Citrus Heights/Orangevale area on a car radio. Has to be a pirate as there are no known FCC licenses (I'm aware of) for 104.5 in Sacramento. They seem to have a decent signal too. I just wonder how long they've been broadcasting seemingly unnoticed on the comm band.

If I was Entravision (KXSE/104.3), I'd tip the FCC on to this!
 
I've heard it too, and was thinking it was the La Favorita Network translator licensed to West Point. Their transmitter is supposed to be on a tower East of Pine Grove with a fairly decent view of the valley. But I was up highway 88 a couple of weeks ago and no sign of the translator. Just KFOG. So yeah - probably a pirate.

I picked it up last Thursday evening in the Wild Sports parking lot on Greenback Lane in my truck. The signal was weak, yet steady. I assumed it was a tropo skip but wasn't sure considering the time of the year.
