Spanish on 1170 / mid-atlantic

Trying to id a really strong Spanish station blaring in now at 10:15 EST. Doesn't sound like Cuba, and Mexico is a long way off. Everything here (VA) else gets out of the way of WWVA, which, AFAIK, is still news/talk...
 
I ask the same question. I heard it here in Southeast WI, while trying out some new radios. I was trying fro WWVA at about 10:30 CST.
 
If it's not WCXN then it appears to a mystery station, especially if it's being heard in WI as well as VA. I heard regional Mexican music on 1170 at 8 PM EST last night, dominating over WWVA and then the signal gradually faded to a weak signal. Hmmm...what could it be? Had trouble what the announcer is saying as I know only a little bit of Spanish. The signal appeared to coming from southwest of my location.
 
I've seen reports from DX'ers in OH who have ID'ed the station as WCXN who seem to follow the Mexican gov'.t rule of thumb "We don't need no stinking rules"
 
My Spanish is not that great but early this morning (around 1 AM EST), this strong Spanish station on 1170 was blasting WWVA here in Central Kentucky. I also heard several mentions of North Carolina and they seemed to be broadcasting with regular (not testing) programming with music, commercials, etc. With the loop antenna, it seemed strongest on a SE/NW orientation, indicating it could possibly be in North Carolina. This is getting interesting.

Is there anyone in that area that could verify this "runaway daytimer"?
 
I think it's WCXN. I just heard a Spanish-speaking announcer say "Hickory" along with whatever he was saying on air, and I think he was referring to Hickory, NC. This was heard just before 10 PM EST.
 
I'm also hearing it in the Chicago area.
What the heck are they doing on at night? More & more stations violate their nightime power and/or restrictions.
Does the FCC actually care anymore?
