Is that the case? I've been out of the biz for a bit, but when reach out to my sales contacts they show me rankers that include them. Is that possible?
 
Maybe, but its' unlikely. Now that there is PPM, Arbitron does not publish any non-subscribing stations. Anyone only gets to see the numbers of everyone who subscribes. And none that dont.
