SRQ 99.9 MHz pirate?

I know there's been some pirate activity reported near the SRQ airport on 3-4 channels, including 99.9 Megs (last reported as Haitian Kreyol). Last Friday morning I was driving southbound on I-75 and had a nonstop techno/Urban music here, peaking mid-to-south Sarasota exits, and gone forever after. Tropo was present, and thus both Florida FM'ers (WPB and JAX) were present before and after signal loss. But both formats of aforementioned are Country, and I had ID's on both, so rule those two out. Anyone in SRQ able to tell what's on 99.9 locally?
 
That might be the same person who used to be on 96.3 for a while in the duplex city area... (57th ave btwn 15 street east and 14 street west...) Used to be way over modulated and covered 96.1 a lot... when they were in Whitfield area... had a short stick and just a ground plane antenna... I'll have to try to give a listen, but don't speak a foreign language, so won't be able to tell what language it might be...
 
Driving home to Broward from Tampa a month ago, I thought I heard a 99.9 mentioning running out of Bradenton.

It was a good tropo afternoon, as I heard Lite Mix 99.9 out of Mobile---maybe around Sarasota. WWAV 102.1 was heard south of Tampa as well.
