If you could produce the sales receipts to prove that, it just *might* squeak in under the legal bar as "meeting the letter of the law but not the spirit of the law." But I wouldn't care to test that hypothesis myself...

Just to clairfy your post title, SSTRAN was not fined. The "apparent liability" was directed to a person who sold assembled SSTRAN kits.
