Since the switch to digital TV I've noticed some commercials and news feeds seem to "stutter" very badly on the video portion. The audio seems unaffected.
The commercials appear to be "old" as in produced before the DTV switch. The news feeds are all new. The most recent one was this morning when a Fox local was showing footage from Haiti. People walking slowly appeared normally but those running "stuttered".
The effect is seen when the camera pans too quickly or when there is fast motion on screen and the camera doesn't appear to be panning. The stutter is like a very rapid blinking but only on the image in motion and not the entire picture (background is not affected for instance).
When I was converting some older analog VHS tapes to DVD I noticed this as well and corrected it by burning the DVD in "lower frame first" as opposed to "upper frame".
I've noticed this on all network feeds as well as local ones.
