You can't really draw that conclusion based on the 12+ numbers and without knowing what Pulse got, or would have gotten. For all we know, this was a book that was exceptionally friendly to pop/rhythmic stations and Pulse would have gotten decent numbers as well...as decent as possible, considering its many limitations.
That being said, I don't think Pulse is even going to be counted until the PPM is rolled out....they will be counted, even though they are a TV station, but I do not think the numbers will be published for all to see...so we'll probably be speculating for a while!
