There are examples of stations in markets with less than 10% Hispanic population, but a lot depends on the economy of the market. Many small Spanish language stations depend on local Hispanic businesses to cover expenses, with general market ads being the profit part. If there is not an established community with stores, services and such, prospects are not good.
Also look at what percentage of Hispanics are Spanish dominant. iHeart failed in Philly because so much of the Hispanic population no longer was Spanish speaking. Also look at whether the population is from the same country or region. If you have half Puerto Ricans and half Mexicans, it will be hard to satisfy both groups with the same format.
There is a way to do cheap research as initial guidance... I have on a number of occasions visited the Parish priest at the Catholic church in the highest density Hispanic area. Find a priest who is Hispanic, and talk to him about the community, language use, ages, and life in general there. You will get a $25,000 research project for free... just leave a little offering!
