Starting New Radio Stations in 2021

The FCC may be opening filing windows for new stations this year. Let's discuss the pro's and con's of this.
 
It will be opening a window for new NCE FM signals, and pretty quickly, too.

I hope it will be good news for some of my consulting clients. Might be a con if you're a listener out at the fringes beyond an existing station's protected contour, and a new signal comes on to interfere - but the rules should mostly protect existing usable reception.
 
Of course, keep in mind, the best frequencies in America were taken 60 years ago. What is left now are the ones no one wanted.
Also, people don't tune a dial the way they use to. Your new station won't be found as quickly by the public as would have been the case back in the 1900's.

Will this bring new voices to radio or will it take out a regional station that you now enjoy? There are communities that already have 10 strong religious signals. Will this new filing window just clog the FM dial with more of them?
