WGAL is licensed to Lancaster, not Lebanon, though it serves Lebanon and they constitute a single TV market.

I have to wonder how they rotated out the different stations on channel 13, or whether this was a "wild-card" channel for when WJAC and WFBC (now WTAJ) pre-empted network programming. Channel-sharing was common when cable systems were limited to 12 channels.
