A local NCE station has been off the air continuously since November 1st. Should they be reported-not by me-how much in fines do they potentially face, plus any other punitive measures? They know what the problem is-at least that is what they ultimately released to the public. They allegedly are having difficulty hiring a tower climber.

Kelly, I seriously doubt it. That was certainly my first thought. You talk about playing radio. In this case, you are so spot on.
What are the calls? Easy to look up.
Kelly, I appreciate your offer. What I am looking for is a list of fines and other penalties. I can then forward this to a person that can send it up the food chain. If I divulge any more, retribution toward a family member will occur.
Seriously? Retribution against you, or one of your family members? What you're looking for should be easily uncovered. Plus hypothetically, if they made some sort of threat against you or a family member, it would be worthwhile to add that to a complaint as well. The term scumbags come to mind.

The silent STA should have been filed at the 10 day mark - they are at 67 days. Under 47 U.S.C. § 502, any person who willfully and knowingly violates a regulation of the Federal Communications Commission is subject to a maximum fine of $500 for each day on which a violation occurs.
