Station going off the air

This may be old news to the board, but I heard recently that Howard Payne University is selling its frequency and doing away with its radio/tv/journalism program. The talk I heard was it involved budget cuts.

Anyone know details ?
 
Inquiry:
is some one not affiliated(?sp) w/ the school allowed to purchase,
and keep it on-campus, involve students, etc, but have the
format of choice...if an independent individual purchases this station ?
is that even possible?
