I can see, as an Imaging person, that a VO might seem saturated. But remember, that VO is only on one station in a respective market (unless a mutli station deal, which is rare). Depending on the market and those signals that get into it, most only listen to that market thereby only be exposed to the VO by one station. If a signal gets in that also has that VO, then that's two stations... but the formats could be different and then that same listener may not listen to station B. When I was in Raleigh we used Corley on WRDU. Other signals that got into the market included two rockers, one from Greensboro and the other Fayetteville. BOTH had Corley. So if your a rock P1 and skimming around, then you would hear the same VO. Otherwise....I doubt it.
As imaging guys we sometimes lose sight of regular listeners who don't even know what "VO" means, let alone "imaging", etc.
re: Joe Cip. I hear Ashton Smith, Andy Geller and Ben Patrick Johnson on TV moreso than Cip. As for radio imaging, never hear Cip.
One thing about SXM is that they HAVE to use AFTRA talent, and/or talent from CESD, Abrams, etc. Contracts are in place. I have another buddy there, in DC. Gave me the low down. If you're not with the above agencies you have no shot at getting on SXM as a promo VO.
