Stations big companies don't stream, and why?

I'm curious to know whether any of the big companies such as cumulus, audacy, townsquare have stations that don't stream online? I'm pretty sure cumulus has KPUR-AM in Amarillo that doesn't even have a website, and this brings me to my other question. Why not set up a stream? Listeners could not only listen to the radio, but could also listen through apps like tune in and IHeart, not to mention streams could be monetized.
