Stations lacking DTV signals

Just curious if any of these low-power stations will have their digital signal running soon. I know WSTQ is ahead a step by getting on WSTM's subchannel, but what of the fate for stations like WBGT, WPNY etc?

Here's what I can find from the FCC database:

The following stations have applied for digital companion channels. The FCC has not yet granted any of these applications.

Calls City Ana DTV Notes
Ch Ch
W04BD Glens Falls 4 48 Analog station not yet licensed.
W46BA Jamestown 46 31
WBPN-LP Morris 10 23 DTV city of license to be Binghamton.
WKOB-LP New York 42 59
WTKO-LP Oneida 15 39
W26DB Port Jervis 26 43 Analog station not yet licensed.
W34DI Port Jervis 34 10 Analog station not yet licensed.
W42CX Port Jervis 42 7 Analog station not yet licensed.
W52DW Port Jervis 52 59 Analog station not yet licensed.
W55DK Port Jervis 55 9 Analog station not yet licensed.
W59EA Port Jervis 59 19 Analog station not yet licensed.
WHSH-LP Rochester 36 9
WAWW-LP Rochester 38 48 CP to move analog station to ch 20.
WROH-LP Rochester 47 22
WONO-LP Syracuse 11 12
WBLZ-LP Syracuse 13 8
WTVU-LP Syracuse 22 42
WOBX-LP Syracuse 35 36
WHSU-LP Syracuse 51 45
W59AU Utica 59 22
WNYF-LP Watertown 28 35

I would be surprised if the Port Jervis analog stations ever signed on.

The following stations have been granted permission by the FCC to flash cut to digital on their current analog channel:

Calls City Ch
W31BP Burlington 31
WNYZ-LP New York 6
WNXY-LP New York 26
WXNY-LP New York 32
WNYX-LP New York 35
WNYN-LP New York 39
WNGX-LP Schenectady 42
WPNY-LP Utica 11

The cutover could happen at any time, but February 17, 2009, seems like a likely date, to coincide with the full-service stations' analog shutoff.

The following stations have submitted applications to the FCC to flash cut on their current analog, but have not received construction permits:

Calls City Ch
W47CM Glens Falls 47
W30AZ Liberty 30
W27AL Monticello 27
W42CO Rochester 42
WVVH-LP Southhampton 50
W38CY Syracuse 38
W25AT Tupper Lake 25
W51CV Utica 51
W51BN White Lake 51

The window to apply for digital companion channels has closed, to any remaining LPTV stations are either planning to apply for permission to flash cut to digital, or plan to shut down their analog stations and piggyback onto a full-service station's digital subchannel.
