Stations licensed in one market but assigned to another

According to the articles I’ve seen, they will convert it back to commercial and program it as an Atlanta market independent. New calls will be WGTA (Greenville to Atlanta). While UGA had it, they had it reclassified by Nielsen from the Greenville, SC market to Atlanta. That gives them must-carry on Atlanta market cable systems, as long as they can get the signal there. They are already on Dish, Direct, and AT&T.

This goes back about 20+ years, but KSTV/57 (now KJLA) in Ventura CA used to be part of the Santa Barbara market (and in fact was a WB affiliate for that market) but petitioned for must-carry status on Time Warner Cable in the West San Fernando Valley based on their signal hitting the head end in Chatsworth. Once they got that, they added low-power translators throughout Los Angeles County and then jointly petitioned with KADY/63 Oxnard (now KBEH) for Ventura County to be added to the Los Angeles DMA (the funny thing is, it had been considered part of the L.A. market until those two UHFs signed on).

Now their transmitters are both up on Mount Wilson along with the rest of the Los Angeles stations and (I am told; I don't live up there anymore) can't be received reliably off-air in their communities of license with their digital signals.
 
...going back even further, the short-lived (1968-72) UHF indie KFIZ-TV/34, which had its transmitter on the West Side of Fond du Lac, Wisconsin, was assigned to and marketed as being in the Green Bay ADI. Fond du Lac is actually closer to both Milwaukee (67 miles) and Madison (70 miles) than it is to Green Bay (73 miles)...

...same situation with what is now the Fox affiliate for Tucson. When it first signed on as KZAZ/11, it was licensed to Nogales but maintained its studios and offices in Tucson. Today, as KMSB/v11 Tucson, its digital signal (over Channel 25) can't be received in Nogales, and Nogales AZ itself receives no English-language terrestrial TV signal of any sort...

In context, I believe King was referring to the off-air reception of KMSB in its community of license since the switch to digital with the similar situation in Ventura/Oxnard, and not to the question of market assignment.
 
WZME is not going to the Hartford/New Haven market. Bridgeport is in Fairfield County which is part of the NYC market although their antenna is in Seymour which is in New Haven County. Their signal doesn't cover a lot of Connecticut. There was a CP for them to move their antenna to NYC, but that was filed when the station was still owed by Multi-Cultural Broadcasting. The station will eventually end up in the spectrum auction. The other reason they won't be moving to Hartford/New Haven is because there is nowhere for them to move their antenna. It would be short-spaced to Channel 40 in Springfield, Mass. WHDH in Boston is also on Channel 42 and I believe they are short-spaced to WZME. Last summer WZME was down for several hours in the early morning hours and WHDH was coming through on COX Cable Channel 75.
 
KVMD in Twentynine Palms CA, was originally part of the Palm Springs market. It was since reassigned to the Los Angeles DMA.

However, unlike the Ventura County stations cited, KMSB does serve its community of license. It was changed from Nogales to Tucson long before the station moved its transmitting facilities to Mt. Bigelow.
 
Regarding KMOS in Sedalia, MO -- this dates back to when the station was a satellite of a Kansas City station. Since 2003, the transmission site for KMOS is now within the Columbia-Jefferson City market area, though positioned such that it still provides a city-grade signal in Sedalia. It still identifies on-air as "KMOS Sedalia/Warrensburg", however.

The designation of Sedalia in the KC market is arbitrary. Last I knew, KRCG-TV (CBS/Jefferson City) was still the most-watched network affiliate on cable there, even though Dish/DirecTV feeds are KC locals only. KRCG even once had an analog repeater in Sedalia. All of the Columbia/Jefferson City network affiliates treat Sedalia as within their local coverage area for news reports and weather coverage.

But the Charter system serving both Sedalia and Warrensburg only carries KC network affiliates in HD. And the Columbia-Jefferson City channels are probably blacked out at times.

Add to the list Fox affiliate KYOU-TV 15 Ottumwa IA, COL in the Ottumwa-Kirksville market but transmitter just outside of the market at Richland IA in the Cedar Rapids-Waterloo-Iowa City market. Told this story before on this forum, but supposedly Fox execs wanted KYOU to put a signal over Iowa City since they were so disgusted with the in-market affiliate KOCR 28 in Cedar Rapids, which had a hard time getting out of Linn County.

Not sure if this counts, but from 1960 to 2012, WTVY in Dothan AL (DMA #173) was carried and was received OTA in Panama City FL (DMA #154). Panama City had no CBS affiliate within their market so WTVY was their default CBS station. WTVY was replaced on cable and satellite in 2012 by WECP, Panama City's first self-contained CBS station although WTVY can still be received OTA by viewers with good antennas. (At the end of May, WECP will move from their current channel, 18, to 29. WJHG will relocate their digital transmissions from 7 to 18 while retaining 7 as their display channel.)
