It seems to work well for them. Most tuners and converter boxes seem to pick up the audio-only 25.9...here in the OMW World Headquarters, both of our Zenith/Insignia boxes handle it fine, and only a USB HDTV tuner for the computer chokes on it.
I don't know if the CSCN folks still also use WCPN/90.3 (now co-owned with WVIZ). I do know that WCPN's predecessor on 90.3 actually stayed on the air a few months with no programming, many years ago, solely to allow CSCN's predecessor to operate.
