Stations sharing resources/footage

I noticed on WJAR's site that they have a story of the Amtrack crash in Maine. However, the photos and the chopper footage is from WCVB.

What allows them to use resources from WCVB? WJAR is owned by Media General, while WCVB is owned by Hearst. WJAR is NBC-affiliated, while WCVB is ABC-affiliated. So, neither of those two factors match. Wouldn't they use the resources and footage from WHDH?
