How are stations reported that did not subscribe to the PPM?

They are given encoders, free, and appear in the ratings reports. In fact, the PPM reports all include non-commercial stations, too. They are not reported as "other" but by calls, just like subscribers; only subscribers can use ratings for sales, though, and Arbitron is very diligent in enforcing this.

Non-subscribers have always appeared in the Arbitron ratings. Non-coms do not appear in dairy-based "books" but are accessable in the Arbitron software subscribers use.
