Status of streaming radio?

So I was wondering what the status of royalties were for radio stations to stream online. Is there any chance of the cost going down soon or is it just going to keep going up? There's quite a few stations I'd like to hear online but it doesn't seem they're going to stream. There have been ones who have had Listen Live coming soon for years but it never came. Would writing to a congress person or state rep be any good? I would like to see this cost go down so that more stations could stream. There's a lot of articles online so it's confusing to know what's really going on currently so please shed some light. Thanks.
 
As far as I know the Copyright Royalty Board has not set rates for 2011-2015. The CRB did not get the rates set for 2006-2010 set until 2008, and that is when we saw rates more than double over the course of five years.
