Status of W232AN, WRNF and Me

Hello All,

The long wait for WRNF 89.5 is fixing to end. Moody's new station will sign on, sometime next month. I'm excited about that.

W232AN is now trying to get an extension on their CP. The Rev. Glenn King is still trying to get this station built. It looks like that he'll be rebroadcasting an Oldies station from the Jemison Alabama area, instead of WMBV (Moody) from Dixons Mills Alabama. W232AN 94.3 FM may end up being a rebroadcast of WMBV (Moody Radio) from Dixons Mills Alabama, after all. 

Myself and the Previous owner (Also Owner of WMBV and the new WRNF) are now checking into this.  When I get any new info, I'll pass it along.

I hope that this translator will end up being a Gospel station, once it returns to the airwaves.  I know that Moody is mostly Preaching and Education but I'd rather them than an Oldies station. 

The info I've passed along might be a misprint.  Hope I'm right and that Mr. King won't end up rebroadcasting WHPH from Jemison Alabama.

Just as I suspected, that info was incorrect.  It looks like 94.3 FM will indeed be a Gospel station, once it returns. (Rebroadcast of Moody's WMBV 91.9 FM from Dixons Mills Alabama)

Hot off the presses, here is more info concering Rev. King and his radio station, here in Selma Alabama. Jut got this info from the previous owner: Rev. King and I talked Friday. He said his engineer was instructed by the eingneer's mutual client (the Jemison station owner) , to file the Jemsion station as the re-broadcast station in order to get King's station on by tomorrow and so that the Jemison station could sell some advertising in Selma that would be heard on 94.3. King said this was done without his permission and he did not give approval. He said he was going to get his engineer to re-submit the application and show WMBV as his station to re-broadcast. He was quickly having a small tower/antenna ereted on two buildings on Washington Street to serve as broadcast location. Will see. King and I are to meet this Wednesday.

When I get any new info, I'll pass it along.

47 CFR 74.1284 - emphasis added:
(b) The licensee of an FM translator shall not rebroadcast the programs of any FM broadcast station or other FM translator without obtaining prior consent of the primary station whose programs are proposed to be retransmitted. The Commission shall be notified of the call letters of each station rebroadcast and the licensee of the FM translator shall certify that written consent has been received from the licensee of the station whose programs are retransmitted.

The consent does not have to be filed with the FCC (although it can be as Exhibit 4 of the License to Cover application) but one of the specific questions that the translator owner signs off on is:
Programming. The applicant is the licensee of the primary station or the applicant certifies that written authority has been obtained from the licensee of the primary station whose programming is to be retransmitted.

Mr King's signature (electronic) appears on the application you linked to earlier in the thread that listed WHPH as the station being translated.

This seems to be a one man thread ... and a little hard to follow. Here is what has been made public at the FCC (working backwards):

On 12/4/2007 (expiring 12/4/2010) the FCC accepted and approved a minor change to a licensed facility for W232AN 94.3 Selma, AL. This application, signed by Rev King, was for a 205w at 12m station rebroadcasting WHPH, Jemison, AL.

On 5/4/2007 the FCC accepted a letter of consummation for the sale of W232AN from The Moody Bible Institute of Chicago.

On 11/15/2006 the FCC approved the assignment of license for W232AN from The Moody Bible Institute of Chicago to Grace Baptist Temple (Selma AL). On that application it was stated that the assignee (new owner) would retransmit WMBV, Dixon's Mills, AL. The purchase price was $10,000.

On 12/9/2004 (expiring 12/9/2007) the FCC approved a minor change to a licensed facility for W232AN 94.3 Selma, AL. This application, signed by a representative of The Moody Bible Institute, was for a 250w at 28m station rebroadcasting WMBV, Dixon's Mills, AL.

On 2/21/1997 the FCC approved the license renewal for W232AN.
On 1/4/1993 the FCC approved the initial license for W232AN.
On 7/13/1992 the FCC approved the initial construction permit for W232AN.
The initial station was 41w at 52m with a directional antenna.

There is no record of the station being silent (if it has been silent it should have been filed as such with the FCC). So at this point:
W232AN should be on the air with it's original licensed location, directional antenna and power.
The 12/9/2004 CP could have been left to expire without losing the station. It remains at the old location.
The 12/4/2007 CP replaces the 12/9/2004 CP ... and expires in three years.
Unless there is some pressing need to get off the current tower there is no pressing need to build at the new location. There is no pressure from the FCC as long as W232AN stays on the air. If W232AN chooses to leave the air (for good cause) they can remain off for up to a year if need be.

Rev. King showed me where he was installing a short tower on Washington Street (about 60 ft.) to repeat WMBV and will build a higher tower there (120 feet later). He is just trying to get on the air. Rev. King plans to carry some preaching on 94.3 but now his future plans are to carry preaching plus an R & B network from Biloxi. I believe what you hear on AM 1310 is what he hopes to eventually put on 94.3 FM. That may never happen unless the FCC rules to let him repeat his AM station on FM. Rev. King is well-liked among many whites and blacks in Selma. He ran for Mayor against James Perkins and lost however. He was the first black to integrate into the Selma white schools in the late 60’s.

WRNF may sign-on as early as late this afternoon at 89.5 FM!!!

Congratulations - I know you have been at this for a long time, its nice you succeeded in what you wanted to do. Personally, I'd advise you to watch your wallet, though, dealing with likes of Moody.
 
As of this posting, they're not on yet.  Glad they're coming.  Hope they'll have success with their new station, once it signs on.

By the way, I'm not going to be involved with it.  I'm still working on pursuing a Radio station of my own.  Hope next year will be a great one for me.

94.3 is on again. Although this station may not be the best sounding and most powerful, I'm glad it's here.

The bigger version, of Moody, is forthcoming. When it signs on, I'll let you know.

I'm praying that Rev. King will have success with this new station and help bring a real revival to my hometown of Selma Alabama.

God bless you Mr. King for bringing this radio station to Selma. It may not be much but its something and that's better than nothing.
