Maybe Houston will get an Oldies format coming to KILT! I could only hope!

Despite the ratings issues that KILT-FM has experienced in recent years, an oldies format would not do better than the current Country format. You would also be giving up a lot of 25-54 demos, which are important to the CBS cluster as I suspect the other CBS FMs pretty much miss the 35+ audience.
 
Oldies, or classic hits, is a format hole in Houston. I think you could take one if the country stations and flip it to classic hits and it would do well.
