What appears to have happened is another translator owner has stated they are to carry KQQB. The issue is KQQB is just now learning about this. It seems the FCC is aware of this happening here and there. Per this filing window, you can't have 2, so if your call letters appear as the station being translated on a competing application then the one application is dismissed until it is all sorted out and, if found to be a legit application, will be allowed to be reconsidered. These comments are based on personal knowledge in this particular situation with KQQB.
How this might happen: translator in X town proposes to move to Y town in hopes to be sold to Station A. To apply the applicant must have the call letters of a station to translate on the application. The applicant may even have had a conversation with Station A, saying if I move it would you buy it? Station A is under no obligation, not promising to buy it, never agreeing to the translator carrying their signal, but the applicant proceeds as it is the only way to create the hoped for end result. Station A then files in this window for a translator and Station A's application is dismissed because the FCC has found where that translator moving from X to Y town has listed Station A as the station it will translate. Obviously Station A isn't willing to buy that translator unless the move is approved and only then if the station chooses to buy at an agreed price. Station A obviously fely applying themselves for a translator was a better deal since they wouldn't have to pay someone else to buy an existing translator.
