Streaming add ons from another company (HBO on Hulu, for instance)?

How does this make sense? Would Hulu be getting the 16 dollars that normally goes to WBD or do WBD get some kind of way to license the entire service to Disney. This is one of numerous examples (Amazon, Apple, ect.) that host entire services as add ons.
