Streaming and blocking stop sets

Hoping somebody can help me that knows about streaming and stop sets. I pulled my stream awhile back as the we kept having issues with our stop sets not being "blacked out" on the stream and have been schooled on the ramifications. Anyway, I have a competitor in the market that is streaming and making no attempt to block out commercials. just what is the 4-1-1 on this? does it depend on market size?
commercial content? I listen around to the big boys in different markets and they all pull their terrestrial spot no matter who it is...

Well, the clearance of spots per se on a stream is not the problem, it's only if the spot was produced using AFTRA members. Our fine union did a "heck of a job" in getting additional monies for internet play...they got hosed by the stations that agreed to pay the premium and then agreed with themselves to never let those out on the Internet...hence where we are today.

If your stopset is locally produced (your non-union staff), there should be no reason to block the spots. In fact, unless you have other sponsors who only want to buy internet-only, it should sweeten the deal as more listeners are hearing your station on the net.
