This is what I don't get. How can some stations can afford streaming royalties and some cannot. How much money does the average radio station really have per month? If streaming doesn't really benefit them then why do some do it? And how much is it to the exact cent to stream per month anyways for a station? Or is that not really shared?

There are stations that bill up to $60,000,000 a year. There are stations that bill $5,000 a month. And, with 14,000 stations in the US, there are billing levels everywhere in between.
There are differing feelings about the value of streaming. Some stations believe it is a great benefit, others think it is something that detracts from listening to the on-air signal, and hurts the ratings.
The bigger the station and market and number of streams, the more it costs. There are stream costs, as well as royalties for the artists and labels as well as for the authors and composers.
