I guess it would depend on the pirate. Streets, 96.5 would have to have a serious transmitter to cover the area it does.

Over here (UK) pirate rigs are generally 150watts, generally in to a 2 bay dipole stack, giving 300watts ERP (on a good day). Stuck on a block of flats, or a cellular base station, coverage can be impressive...
