How do we know all these unlicensed broadcasts are pirates and not Part-15 broadcasters, which is a legal form of broadcasting if done correctly?

The Part 15 rules have an extremely low limit on transmitter power in the FM band. In fact, many "iPod modulators" exceed it quite a bit. A truly "legal" Part 15 FM signal should have a range of no greater than about 200 feet.ansky212 said:Isn't there a very strict, low limit on broadcast power and range for part 15 stations? The ones I mentioned above are very powerful, with a stereo signal at least 5 miles in any direction.
