Summit Greenville RDS

Sometime in the last week Summit Greenville turned the full RDS back on for 98.5, 99.5, and 107.3. All three are showing station name, current song/artist playing, and basic station RDS. Scanning the dial over the past couple years it had been off on all of the stations. The only one still showing no info is 98.1, not even station name. I know over the past couple of years WJMZ did show "1073Jamz" or something like that occasionally but no other info.
 
why does rds on some stations flash one word at a time on my car radio and other stations show complete artist and title. anyone know?
 
I am curious just how this radio data system works on the FM signal. It seems to have a stronger signal than the audio portion of the signal. Because despite local interference on 107.9, I may hear audio from the LPFM in Greenville, but still see the data from WLNK from Charlotte. And sometimes I get analog audio from WXRU-LP, but then the HD signal from WLNK in Charlotte will take over and lock on. Then back to poor analog audio from the LPFM in Greenville. But still see the RDS from Charlotte. Just curious from a technical standpoint how this RDS works and how much power from the signal is used for the data.
