Believe it was a home shopping channel, but I don't know much about it...

Yes, JCPenney operated a Home Shopping channel that existed between 1988-90 or somewhere in there. It went down around the same time CVN (Cable Value Network) left the airwaves, if I recall.
I'd have to say, a decent lineup for such a small town in Wyoming. KMGH (probably from satellite), WWOR when they went to EMI, WGN, and KTLA (!!) Albeit KMGH was probably blacked out here and there for KGWC's sake.

Considering the timing and remoteness, I would imagine KMGH was in the clear.
