KC and Tampa are not exactly small markets. Brady vs Mahomes was a dream matchup for CBS. Los Angeles played New England two years ago and the ratings were similar to this year. New England won that game 13-3. The Super Bowl still gets huge ratings, but perhaps even it has a ceiling. Some people don't care no matter what teams are involved...
I understand your point of Super Bowl ratings. That said, KC and Tampa are indeed small markets for NFL teams. Tampa is #19, Kansas City is #28, only larger than Tennessee and New Orleans. (Green Bay includes Milwaukee, so the obvious smallest NFL city does not come into play).

Jacksonville and Buffalo are the two smallest NFL markets. Since there are only 32 teams, very few will be small markets. Most are Top 20 TV/Radio. There's no guarantee that a NY Jets vs LA Rams game would generate higher ratings than say New Orleans vs Miami...
