Talk Radio Question

I work @ a station that has talk radio and the problem is if the host is interviewing someone on the phone, he/she cannot take outside calls from listeners. Does anyone have a suggestion for a phone system that will solve this problem?
 
Dont you have a seperate INTERNAL line people can call for this purpose?? (That will leave the studio lines open for callers)

I worked at a station with a similar situation..

We got a phone system from a local company that allowed multiple lines with
"rollover" like The Dude mentioned. We got 4 lines. Then, if the host and guest were
on line "1" callers could still call in via the other three lines.

We leased this system for about $55 a month.
