That's easy, they run the CRTC. How many license applications
that have been opposed by CTV have been approved by the CRTC?
I know one they opposed and the CRTC it turned down: Star Ray TV

See above. Why bother applying for a license from the CRTC,
you might as well apply to CTV for a license! This won't change
until the CRTC gets disbanded.

It's not legal and Much won't get any competition because they
have a protected format. CTV's MTV will be sufficiently watered
down. If there was real competition, neither CTV or CHUM would
still be around. They need the CRTC to keep real competitors out.
Craig got a license because he was a joke and would not provide
any competition to the existing Toronto players.
